  14. <p>    DIED. Paul Gann, 77, crusading co-author (with Howard
  15. Jarvis) of California's tax-cutting Proposition 13; of
  16. pneumonia complicated by AIDS; in Sacramento. The Jarvis-Gann
  17. Initiative, overwhelmingly approved by California voters in
  18. 1978, cut the state's property taxes in half and inspired
  19. similar tax-revolt measures across the country. Gann developed
  20. AIDS two years ago from a blood transfusion received during
  21. heart surgery. While bearing no grudge against the donor, Gann
  22. believed that people who knowingly transmit the disease "should
  23. be tried for murder."
